A Japanese national has reportedly tested positive for the COVID-19 coronavirus after visiting Indonesia, raising concerns about the country’s ability to detect carriers of the deadly virus.Because of this incident, Indonesian authorities are being urged to take swift actions to prevent its spread.Bayu Krisnamurthi, who headed the National Committee for Avian Flu Control and Pandemic Preparedness between 2006 and 2010, said the Japanese man could have transmitted the virus to others in Indonesia through droplets expelled by coughs and sneezes. “The health authorities should quickly clarify this case. It should be assumed that the virus could have been contracted by someone else before the symptoms appeared,” Bayu told The Jakarta Post on Sunday.Previously, Japanese public broadcaster NHK reported that the Japanese man was in his 60s, lived in Tokyo and worked at a senior care facility.The man visited a healthcare facility in Japan on Feb. 12 after developing “cold-like symptoms” but was sent home after he was not diagnosed with pneumonia. He then worked on Feb. 13, spent Feb. 14 at home and reportedly traveled to Indonesia on a family vacation on Feb. 15.The NHK report did not specify the man’s itinerary while in Indonesia. The man returned to Japan on Feb. 19 and was soon hospitalized for having severe difficulty in breathing. He was said to be in “serious condition”.Separately, the Tokyo Novel Coronavirus Infectious Disease Control Center of the Tokyo Metropolitan government’s website confirmed that a Tokyo resident in his 60s had tested positive for the disease and that his symptoms appeared on Feb. 12.The release does not mention any travel history to Indonesia, only that the man had not been to China within the previous 14 days. The patient’s condition was listed as serious.The man was the 29th case of COVID-19 recorded in Tokyo.Meanwhile, the Indonesian Health Ministry’s disease control and environment health directorate general secretary, Achmad Yurianto, said the ministry had contacted the Indonesian Embassy (KBRI) in Tokyo to seek confirmation about the Japanese man, but his identity remained unknown.“We neither know his name nor which part of Indonesia [he visited]. So what can we investigate?” Yurianto told the Post on Sunday.Foreign Ministry acting spokesperson Teuku “Faiz” Faizasyah said that there had been no official communication with the Japanese authorities about the man.The Post tried to contact the Indonesian Embassy in Tokyo by phone on Sunday, but the line only responded with an answering machine message saying to contact the embassy during business hours.“That’s the problem: Up until now there has been no information yet from Japan,” Yurianto said.Airports across the country are using thermal scanners to detect persons who have contracted the coronavirus and are requiring international arrival passengers to provide health documents in the form of general declarations. Airlines must also provide passenger manifests to officials in the health office.However, people with no health concerns on arrival might not show detectable signs of previous exposure to the coronavirus.“We could not possibly check them all, including their phlegm,” Yurianto said.Moreover, Bayu Krisnamurthi said the authorities should have already known the proper procedures for a virus outbreak, as there had been previous cases including the avian flu, the Middle East Respiratory Syndrome (MERS) and the Severe Acute Respiratory Syndrome (SARS), among others.He said the authorities should at least update the public daily about the coronavirus so people can get accurate and useful information since viruses mutate.“Citizens should also be persuaded to take preventive measures: wash hands, wear masks when sick with influenza, eat well-balanced nutritious food and, if needed, take some vitamins to increase the body’s immunity,” he said.Meanwhile, Amin Soebandrio, the director of the Eijkman Institute for Molecular Biology, said that if the Japanese man showed no symptoms during his stay in Indonesia he could remain undetected despite already carrying the virus during the incubation period.The coronavirus’ incubation period is up to 14 days.“This is not just in Indonesia. [The man would be undetected] in any country if no symptoms show before he returned to Japan,” Amin told the Post.Amin said that persons infected with the virus during the incubation period could theoretically spread the virus, although they would not necessarily do so if they did not show any symptoms.“If the person already has the symptoms then he can [spread the virus],” Amin said.Amin said that the Indonesian government had followed proper procedures as according to the World Health Organization, including requiring health cards and quarantine travelers recently coming to China.“So the problem is not in our ability to detect [the coronavirus] or not because we have all the measures,” Amin said.The case is the second time a patient tested positive for COVID-19 after a visit to Indonesia.The first, a Chinese man identified as Jin, tested positive with the virus earlier this month, eight days after returning from Bali.According to the Johns Hopkins Center for Systems Science and Engineering (CSSE), as of Sunday evening (Jakarta time), there were 78,823 confirmed cases globally, most of whom were in China where the virus has killed 2,437 people.Outside of mainland China, a total 1,887 cases has been confirmed in 31 countries, including Hong Kong and Macau, resulting in 20 deaths.Japan had 135 confirmed cases with one dead, according to Johns Hopkins CSSE.A total of 23,364 people had recovered from the disease worldwide.Topics :

This permits drive-in movie screenings or religious services as long as individuals remain in their vehicles. The concept of the program is not new to the state, the governor added, as it has been utilized during “other efforts” to battle communicable diseases. Infrastructure development ahead of the tournament is one driver in the massive rise in mergers and acquisitions activity in the country.Mary AlexanderWith deals worth R82-billion (US$10.4-billion), foreign direct investment (FDI) in South Africa surged 400% in 2007, up from R18-billion ($2.3-billion) in 2006, according to the Ernst & Young Mergers & Acquisitions Review 2007.Released on Tuesday 11 March, the report reveals that much of this growth was spurred by investment from other emerging economies.“This trend was signified by the largest transaction of the year, the sale of a 20% stake in the Standard Bank group to the Industrial and Commercial Bank of China,” says Dave Thayser, director for Ernst & Young transaction advisory services.Approved by 95% of shareholders in December 2007 and valued at R36.5-billion ($4.6-billion), the Chinese bank’s investment is a serial record-breaker. It’s the largest FDI in South Africa, the largest in Africa, and the largest, globally, by a Chinese bank.Not quite at the level of the Commercial Bank of China deal, but by no means small, the other driver of the 400% FDI inflow was the R25-billion ($3.2-billion) acquisition by Bain Capital, a multinational private-equity group, of South Africa’s Edcon. With CNA, Boardmans, Red Square, Jet and other brands under its belt, Edcon is one of South Africa’s leading retail groups.Ernst & Young’s Sean McPhee said international investors looking for higher yields found emerging economies a good bet. “We are encountering more and more foreign private equity groups that find the South African market attractive,” he said.“This stems from the growth our market is experiencing, access to resource-rich Africa, and the opportunities in infrastructure development.”Mergers, acquisitions and empowermentThe record FDI growth is seen as the main factor behind the 51.1% rise in total mergers and acquisitions (M&A) value in South Africa in 2007. Hitting another historic South African record, the year saw the signing of M&A deals worth R514-billion ($65-billion), with the top ten valued at R208.1-billion ($26.3-billion).Ernst & Young attributes much of this growth to black economic empowerment (BEE), which tends to encourage both the dissolution of traditional corporate structures and dynamic M&A deal-making. Empowerment deals jumped 71% in 2007 to R96-billion ($12.1-billion), another record. For every R100-million spent on a merger, some R20-million was spent on BEE.“M&A transactions constitute one of the dimensions of BEE and it consequently has become an important, perhaps crucial, aspect of M&A activity over the past few years,” said Thayser.One reason for the rise in BEE deals was the final publication of the Department of Trade and Industry’s Codes of Good Practice in 2007, which brought much-needed clarity to empowerment activity.Head of BEE at Ernst & Young, Sugan Palanee, said codes required companies to review their plans because they required less emphasis on equity ownership as the first priority. According to the latest Business Monitor International (BMI) infrastructure report, the South African construction industry has seen impressive growth in the last few years, with much potential for future expansion.“The forthcoming 2010 Fifa Football World Cup is expected to provide a tremendous boost to infrastructure development in the country,” said Thayser. “BMI expects the industry to grow at 6.14% during 2008 to 2012.”In 2007 many more construction-sector firms listed on the JSE, South Africa’s stock exchange, than in the previous year.“Once listed, the first thing many companies embark upon is bedding down one or more acquisitions, which are often important for the company to move from being a regional to a national player,” says John Wetton, Director at Ernst & Young “Reasons for consolidation are numerous, but one of the primary drivers of this trend is the increased complexity of the business environment.”Consolidation between existing players also became apparent, as well as deals intended to diversify the interests of existing players. The Human Rights Campaign, the nation’s largest lesbian, gay, bisexual and transgender civil rights organization, today announced a $100,000 gift from Brad Pitt to support the organization’s marriage efforts.Pitt has agreed to match contributions from HRC members and supporters up to $100,000 in order to direct resources to the marriage campaigns entering their final week in Maine, Maryland, Minnesota and Washington State.“Brad Pitt’s partnership with HRC in this closing week delivers vital resources into these campaigns and we’re proud to be working with him as we show that fundamental fairness will win at the ballot box,” said HRC President Chad Griffin. “With his commitment, Brad joins HRC in a tremendous coalition of religious leaders, business leaders, labor groups, civil rights organizations and everyday, fair-minded Americans supporting marriage for gay and lesbian couples.”“It’s unbelievable to me that people’s lives and relationships are literally being voted on in a matter of days,” said Pitt in an email today to HRC members and supporters. “If you’re like me, you don’t want to have to ask yourself on the day after the election, what else could I have done?”Supporters can heed Pitt’s call and contribute with him to HRC’s marriage work at www.hrc.org/Brad.HRC has invested $8 million in efforts to expand marriage equality over the past two years, including $5 million in the four ballot measure states this year.
